Where does heat go when we are not using it to cook or force a traitor to confess? Normally, it escapes into the air. But what if a city was underground? And what if that city was also a nightmarish hellscape of bureaucracy, failing tech, and summary executions?
Power Services cannot get a handle on waste heat, and they are worried Friend Computer will punish them for rising internal temps. They hire a Troubleshooter team to hide their involvement. Technical Services hates Power Services, so they also hire a Troubleshooter team to make that involvement well-known. Because there are only so many teams available, of course they both hired the same Troubleshooter team.

Water, Water, Everywhere is a new, damp mission for Paranoia that satirises climate change. Is that something to joke about? It is in Alpha Complex. Watch the Troubleshooters try to convince poor citizens that climate change is not real, evacuate Blue citizens because climate change is real, avoid a swarm of angry bees, and convince factory workers to breathe out less carbon dioxide while maintaining work quotas.
Oh, one more thing. Half the team will be on Power Service's side while the other half support Technical Services. Everyone will work together in peace and harmony, right?
